CPS Commercial
The Crown Prosecution Service (CPS) has an annual spend of approximately £52 million, with third party suppliers of goods and services. This ranges from stationery, printing, occupational health and travel to more specialised service provision such as IT (hardware and software, software licenses, data storage, digital transformation) and Legal Court Services (video transcription services and video links in Court).
The provision of these goods and services play a vital part in supporting the achievement of the CPS’ business objectives. It makes economic sense, as well as meeting its obligations to Parliament and the public, to ensure that the CPS obtains best value for money from its diverse purchases.
Transparency
As part of the transparency agenda, the Government has made the following commitments for the Commercial function:
- Tender opportunities for central Government contracts exceeding £10,000 are published on a single website (See Find a Tender below) and are available free of charge
- Central Government departments publish details of their expenditure on items exceeding £25,000 on their own websites
- New central Government contracts are published on the Find a Tender website
- All Procurement Policy Notes issued by the Government and setting policy for the public sector are published on the GOV.UK website.
Suppliers and bidders for public sector contracts should be aware that if they are awarded a new Government contract, the resulting contract between the supplier and Government will be published. In some circumstances, limited redactions will be made to some contracts before they are published in order to comply with existing law and for the protection of national security.
Purchase Orders: Terms and Conditions
The CPS’ standard Purchase Order Terms and Conditions can be found on our website.
Where the value of a purchase is expected to exceed £10,000, the standard Purchase Order terms are superseded by a specific contract agreed between the Supplier and the Commercial Team.
Contracts and Tenders
Find a Tender was launched on 1st January 2021 in the UK for public and utilities’ sectors as a successor to the EU publication site. Find a Tender may be used for searching and applying for high value contracts, usually valued above £118,000. Find a Tender has replaced the EU’s Tenders Electronic Daily (TED). Where the procurement process started before 1st January 2021, UK contracts will continue to be listed on TED during the transition from EU to UK processes until the contract has been awarded.
For further information, relating to Find a Tender, please use refer to Procurement Policy Note 10/20 which outlines the changes implemented by the Government as the transition period ends.
CPS Code of Conduct for Suppliers
The Crown Prosecution Service (CPS) expects all suppliers to adhere to the Government Commercial Function’s Supplier Code of Conduct. Download the full terms of the Government Commercial Function Supplier Code of Conduct in PDF format.
