The Crown Prosecution Service has decided it will not bring criminal charges against a South Wales Police officer following the deaths of Harvey Evans, 15, and Kyrees Sullivan, 16, in an electric bicycle crash in Ely, Cardiff, on 22 May 2023.

Malcolm McHaffie, Head of the Crown Prosecution Service Special Crime Division, said: “Our thoughts remain with the families and friends of the two teenagers following their tragic deaths in May 2023.

UPDATE (24 March 2025): The CPS has authorised another person to be charged with an offence in connection with this case.

Sai Raj Manne (DOB: 04/04/2000), of no fixed abode, has been charged with the offence of participating in the activities of an organised crime group.

Manne appeared at Cardiff MC on 21 March 2025 and was remanded in custody to appear at Cardiff Crown Court on 22 April 2025.
