Chapter 10 - Part-time working and job sharing

Appendix 1 - Model minute detailing terms and conditions of employment for part-time working


  1. Your application for part-time working has been approved, with effect from (date), subject to your acceptance of the revised terms and conditions of service set out below.
  2. Hours

  3. You will normally work a x day week/xx hours per week. (State specific days to be worked and times if appropriate). This will be your normal pattern of work. You may be asked occasionally to modify these arrangements on a temporary basis to help meet short term operational needs. Any long term or permanent requirement to change your working pattern will be discussed with you and will only be introduced with your prior agreement and confirmed in writing.
  4. If you wish to alter your working pattern you should discuss the arrangements with your line manager. The Department will endeavour to meet your needs but operational requirements will need to be considered.
  5. Part-time staff are paid a proportion of the full-time rate for their level/pay band appropriate to the hours worked, adjusted to reflect their lack of entitlement to paid meal breaks.
  6. Pay

  7. Your rate of pay will be £xxxxx per annum. You will be paid monthly in arrears by credit transfer to your bank account.
  8. Overtime

  9. You will not be entitled to overtime payments until your attendance exceeds the full conditioned hours; excess hours worked which fall short of full-time conditioned hours will be paid at plain time rate. If you attend on a Saturday/Sunday/public holiday, you will be entitled to a premium payment.
  10. Annual Leave

  11. You will receive a proportion of the annual leave allowance appropriate to your level, calculated on a proportionate basis based on the number of days/hours you work in a week. As you intend to work x days/xx hours a week, your annual leave allowance will be xx hours per annum. For the balance of your current annual leave year, your allowance is xx hours. (This amount may need to be adjusted depending on the number of days' leave you have taken during your current annual leave year.)
  12. Public Holidays and Privilege Days

  13. You will be given proportionate time off in respect of public holidays and privilege days.
  14. Your allowance is xx hours for the calendar year (January to December). For the balance of this calendar year, your allowance is xx hours.
  15. Sick Absence

  16. You are required to provide medical evidence of incapacity and cause, certified by a qualified practitioner, from the eighth day of absence. You may self-certify sick absence lasting between one and seven days.
  17. Sick Pay

  18. Part-time staff are eligible for:
    • Statutory Sick Pay, as appropriate within the limit of full pay, and
    • up to 6 months' absence on their full part-time pay, during any period of 12 months, and thereafter on half (part-time) pay, subject to a maximum of 12 months' paid absence in any period of 4 years or less.

    Maternity or Adoption Leave

  19. You are entitled to 26 weeks' paid maternity/adoption leave, based on your part-time rate of pay, on each relevant occasion, provided that, when your maternity/adoption leave begins, you intend to return to work, and are in paid service. Detailed provisions relating to maternity and adoption leave are set out in the Personnel Management Manual Volume 4 Chapter 5.
  20. Paternity Leave

  21. Providing you have been continuously employed by the department for 26 weeks continuing into the Qualifying Week (the 15th week before the week in which the baby is due or matching week if adoption), you will be entitled to two whole weeks' paternity leave equivalent to the number days/hours that you work.
  22. Superannuation

  23. All part-time staff are eligible for membership of the Principal Civil Service Pension Scheme, irrespective of the hours worked.
  24. Mobility

  25. Part-time staff are regarded as non-mobile, even when serving in a mobile level. You will not be expected to transfer to a post outside reasonable travelling distance of your home.
  26. Promotion/Progression

  27. Part-time staff are eligible for consideration for promotion and progression on exactly the same terms as full-time staff.
  28. Acceptance

  29. If you are willing to accept the revised terms and conditions of service contained or referred to in this minute, please sign one copy and return it to me as quickly as possible.
